The Industrial Development Agency has presented a new strategy by 2020. According thereto, it shall spend over PLN 3 billion for innovation support, reorganisation and investments.
The Agency does not terminate its existing activity in the field of state aid, supporting reorganisation and development of Polish companies. However, it shall become also a conveyor between business and science. It shall ensure comprehensive, sector-specific support to entrepreneurs, starting from the innovative product creation, through its adaptation and ending with implementation, as well as funds required for its development. It shall spend up to PLN 1.3 billion by 2012, said Włodzimierz Karpiński, the Minister of State Treasury during the presentation of the new strategy of the Industrial Development Agency.
The three pillars of the Agency include innovations, reorganisaton and investments.
Innovations By 2020, the Agency intends to invest about PLN 1.3 billion in supporting the innovation development. Based on its companies, organizations, affiliated, co-controlled and partner institutions, the Industrial Development Agency creates IDA Ecosystem. It shall provide for the needs of small and large industry, ensuring funds for the development and sector-specific support with respect to creation, adaptation and development of an innovative product.
One of the new new services of IDA shall be the Innovation Broker that is a technology transfer platform. Its primary task will be connecting innovation donors and recipients to ensure commercialisation. The Innovation Broker database shall contain information on the available technologies, patents, licences and possible areas of their application, and also on the enterprises' needs related to innovative solutions.
A new company ARP Venture was founded to cooperate with the Ministry of State Treasury. It shall invest in the innovative projects at the stage of commercialisation and mass production development. The projects will be financed e.g. from the capital provided by the innovation owner and from the Agency's own funds. Innovation-creating companies in the sector of the Ministry of State Treasury, having successfully passed the due diligence process, will be able to obtain financial support amounting to PLN 5-15 million, with the assumptions that up to 30 per cent of shares will be acquired within the investment period of up to 5 years. ARP Venture shall engage over PLN 300 million in the innovations.
Reorganisation IDA offer in this respect will be addressed primarily to large companies requiring significant financing. IDA shall provide funds amounting to PLN 100 million for up to 7 years. By 2020, the Industrial Development Agency S.A. plans to spent PLN 1.8 billion for financing reorganisation and development processes for companies.
Investments Its objective is to create the value of the portfolio of companies and real properties managed by the Industrial Development Agency and to support investment development in special economic zones. Special Economic Zone EURO-PARK MIELEC and Tarnobrzeg Special Economic Zone EURO-PARK WISŁOSAN, managed efficiently, shall support all strategy pillars e.g. by providing an offer for innovative companies. To maximise the value of IDA assets, the Non-public Assets Closed-End Investment Funds (Fundusze Inwestycyjne Zamknięte Aktywów Niepublicznych, FIZAN) shall be created from the portfolio companies and real properties.
The expenditure for the development of Special Economic Zone EURO-PARK MIELEC and Tarnobrzeg Special Economic Zone EURO-PARK WISŁOSAN, as well as for the newly-created Non-public Assets Closed-End Investment Funds exceeds PLN 160 million. IDA, by means of investments, synergy effect and efficient assets' management within FIZAN and Special Economic Zones, shall increase their value by about PLN 0.2 billion by 2020.
